It's from a documentary about some guy.

He actually reminds me alot of the dancing dwarf in Marilyn Manson's dope show video.

As far as I know he's not mentally disabled, just physically.

Well, atleast he is trying to do something with his life even though he has polio. Good on him. Though I find that clip quite disturbing too.
