Yes, but while at school or in their non-senshi form they are "guys" in the anime. Which makes Seiya's crush on Usagi even more strange. I am always amused in their transformation sequence when they magically grow breasts.

Sailor Moon as a whole really has a laissez-faire attitude towards gender and sexuality. I mean there is the whole gender swapping thing in Stars, the implied homosexual relationship of Zoisite and Kunzite, the explicit relationship of Haruka and Michiru, the occasional jokes at Usagi's sexuality, Seiya's feelings towards Usagi and there are probably more I cannot think of.
