Assistance with MUGEN

I plan on making a fighting game with MUGEN and I have the program but I have no idea how to edit the sprites which are in .act .aff and .cns format, is there a program that can allow me to edit these on a paint program? Also does anyone wanna help me draw sprites of a few of the famous Square Enix characters?
