Ok, I've captured all the fiends in the Thunder Planes except one, and that is the cactuar thing. Where can I find it?

You gotta do the weird qactuar quest then you'll find them as you run around the stones. I cant remember how to do it so just look up th Qactuar quest online, I think it ties in with Kimahri's spirit lance.

Just press square next to the qactuar stones to pray. They'll appear in battles after you've done so. I think you just have to do it at one of the stones actually, you'll find that out soon anyway. You can find the stones throughout the plains, just equip something with a no encounter ability and look around.

However, the stones have to be glowing for the cactars to be released.
