All I know is that Lion Heart is the same animation each time. Therefore it would do the same amount of hits every time. I've never bothered to count it though.

The only variable, therefore, is Renzokuken which can hit anywhere between 4-8 times.

Im pretty sure also that its 17 every time, and only renzokuken varies in number of hits sometimes depending on the monster/boss.
