I think he might plans for his own with JENOVA's head since he refused to tell Cloud that he found JENOVA's head during their first meeting until things get out of control or he wanted Kadaj to tell him the truth before revealing it.

Which one you are refering too? Anyway, if you refer to the first one about he had something else in mind, that is why he wanted to hire Cloud to protect him and let them fight each other.

As fot the second one, well, since Cloud refuse to help him, things get out of hand. So he just want to buy time and dun reveal the head to Kadaj as he might kill him if he give it to him before things turned chaotic.
