Why does kefka look so STUPID

Have u guys ever looked at him?? He looks like one of those killer clown type guys from killer clowns from outer space..i mean really why doe she look like that? is it because of those magicite experiments?? cause everyime i saw a centimatic or a pic of him i just freaken laugh..he did look cool as a god though..
