Default Speed stat = useless?

I recall writing this thread before, but it was magically deleted, along with numerous other threads.

Anyway, does Speed actually affect anything in this game?
I seem to get exactly the same amount of attack chances; yeah, I do get to select commands much earlier, but the order in which myself and the enemies attack still seems pre-determined.

Considering that my characters can take out most enemies in one turn at the end of the game, having a high Speed stat is tastey so I can attack before the enemies do anything.

That, and include the fact that Locke (and in my case Shadow) can attack up to 3 times before a single monster can attack once is extremely nice.

how full your characters time bar is random at the beginning of a battle. this is why in any given fight, any character could be first turn.

but the speed stat does increase how fast the bar fills up, so if you have one character with very high speed, even if he starts the battle with an empty time bar, he could in theory fill it before anyone else does and have first turn.
