It's dropped from the treasure boss in the Ancient Castle. For an easy fight, just cast Confuse on him and watch him commit seppuku.

economizers or 'celestriads' in ff6a drop from brachiosaurs in dinoforest...but it took me forever....good thing i was grinding there anyway.
