Where Are The Dwarfs?

I keep hearing about Dwarfs who live under the sea, that can make the most powerful Weapons and Armor. Where about are they located?
I'm in the 3rd World now about to get the Second Litograph, are the possible to acess at this point.

The dwarfs are located inside the dungeon containing the third lithograph. If memory serves... you need to obtain the second lithograph, then return to crescent island for some fun... but i wont say what happens there exept for that you will get a submarine and find a trench hidden under the sea with it

the trench is to the west underwater. it looks like a massive crack in the ground. cant miss it really.
