I let him out of his cell in Walz Tower, after I did, he said "I'll never forget this", so I thought he'd come back to help me out later on in the game, and that it was the right thing to do (story wise). Now i've discovered he steals one of the treasures in Jecht Cave. :(
Was this treasure good? and does he do it to anything else in the game, like Excalibur or Masamune. If so i'm going to have to start again.

was a whip or something... i doubt you would have used it anyway

So thats the only thing he steals. That's alright then, I don't have anyone who uses a Whip in the party.

That's what you get for freeing prisoners, now isn't it?
The treasure is a Shock Whip, which isn't particularly great.
It also changes the scene on the steamship at the end when he comes to get in front of the pipe very minutely.

Which makes me think that Kishi is not a man, but he is a robot desinged by Square-Enix to answer any and all questions that have to do with life, liberty, and the Final Fantasy series.

I only found one treasure chest that he robbed.
