Should I have capitalized the e in "regarding" in the title of the last announcement? I didn't think about it at the time, but now I'm thinking I should have. . .

Yes, the lower-case "e" is correct.

Generally in English, however, "Re:" is considered to mean "regarding," regardless (ha ha, get it?) of the original intent.
