well, you can generally have a guided debate or chit-chat amongst friends. that suggests to me that if you absolutely don't want to get off-topic at all, place your thread in EoEO, rather than ask that all forums behave that way.

If the topic veers severely off course, we tell people to stop going off topic. If you see a thread where this happens, just warn the off topic posts.

Well, I make certain to bring up the original point of the thread if I notice that a thread is deviating from its original topic. This seems to be more of a piece of message board etiquette than a rule.
