I think it was made for Mik and first used on HOOTERS, if I remember correctly.

It means you're posting inappropriately enough to warrant being banned, but you're either drunk and at least being funny, or you're justifyably angry and need to calm down while issues are being sorted. That's how I always saw it anyway.
