I think what ed is trying to say here is that if there are consequences for a member calling another member idiotic, there should be consequences for a staff member doing the same, regardless of whether the member in question apologises or not. I have no idea how you deal with things in the staff forum, but I think if people knew that there were going to be more consequences to this than an apology, they'd be satisfied, because I think all of us know that "You're an idiot...I'm sorry" would still merit a warning for a regular user.
