Ultros is cool, but he's not strong enough to be #1. Bahamut shouldn't really be a #1, since it's ff1 Bahamut, but he made the final four last year so I gave him the benefit of the doubt. And I guess if he can upgrade classes he could probably kick the crap out of Ultros too.

Besides, Ultros has a pretty easy path in the first two rounds.
