Are you too poor to touch the thermostat? When I was home alone at my mom's house I used to crank the thing... my stepdad would get pissed. Now I'm paying for it though so forget that. I'm only a teenager living with her parents, so I pretty much bug my parents to death during hot weather until they turn it on. Luckily, New York doesn't have a lot of sweltering days. Yeeeup. Lots of cold showers for me. We only have air conditioning in two rooms. Luckily, one of them is mine, as I have bad allergy problems during certain periods of the year. My dad is really, really dumb about these kinds of things, so for him, the fans are enough.
We have a heater, but even when it's freezing, he doesn't let us use it, and actually shuts the whole system off. None of us know how to use the thing either, so we're stuck.

It's called "wind", crazy concept, get it from opening windows sometimes and letting air in. All my utilities are part of the rent. So if I run the AC a lot, I don't pay more. Of course, I don't abuse this in fear of my landlord changing this policy.
But I set the thermostat at a reasonable level without having to worry about my bills. It would be a friggin' sauna. Most especially in august when it gets to be 105+ outside everyday. With tons of humidity.
