No Gungho?

Uh... I'm trying to go to Ebot's Rock but I can't. Whenever I enter Thamasa Gungho isn't there, and I can't prompt the sequence of events that will allow me to access Ebot's Rock. What's happening? Is it because I've already visited Kefka's and Fanatics' Tower or some other absurdly stupid reason like that?

Make sure both Strago and Relm are in your party when you return to Thamasa
