Pavel is the guy in Semite Falls and in Altair at the beggining of the game.

Pavel is another form of the name Paul. So yes, he is the same guy.

They made a lot of questionable changes for the US release (it's just Square's M.O., and before we bring up Woolsey, he DIDN'T start it! In FF1 they called Marilith Kary for the US release). Paul -> Pavel, Richard -> Gareth, Ming Wu -> Mindu, Guy -> Gus..... I'm amazed they didn't change Josef and Hilda's names while they were at it.
