How can monsters and bosses without GF use magic? This game doesn't make sense. So don't try to apply logic @ Seifer alone.
I guess it just means that Seifer's using the same kind of magic as the Galbadian Army. Para-magic that requires GFs is just one way of allowing regular humans to cast spells; there are clearly other system in use around the world. Monsters and sorceresses can cast spells with their own inherent power, and some humans can cast under certain circumstances (Blue Magic and Slot limit breaks). But there are also artificial means of getting the same result; GFs are just one of those.
