The soldiers count for purposes of food and housing, but not for the purposes of taxes, other than for their upkeep, say you had a city of 30,000 people and 10,000 soliders, you'd need housing and food for 30,000 people, but you'd only get taxes from 20,000, and the 10,000 from the upkeep would be deducted from the tax you get form the 20,000 general populace.
