The Ultima Weapon is found in Whisperwind Cove. Omega is fought in the Lifestream Grotto. That would explain why you didn't see the Ultima Weapon.
Ragnarok is acquired after beating Shinryuu, just as it was in FFV (although the Ragnarok in DoS is statistically based on the Ragnarok in FFVI). |
